A customer reported a problem with checking out. Apparently he can't initiate the checkout process.

If it's just that one customer, it could be a cookie thing with his browser.
Can we see the site?
I found the problem on the site. It was an error in the 2 character country code defined in shipping zones. So the customer was getting no further than step 2 of the checkout process due to our site not recognizing the country as one to which we ship.
