flat rate for specific country

I can`t figure out howto set up Zen Cart so it would offer flat rate shipping only for users from 1 country. I`ve tried setting up zones but this part of Zen Cart is complete mystery for me. I don`t get it. Could anyone help me out?
So far I was able to set table rate for all users but as local shipping is way cheaper I`d like to offer flat rate for local customers.

Check the Zone Details and see if you left out the definition of the zone ...

@Ajeh: the problem is I don`t get the whole "Zones" thing. I`ve tried to set it up without success. I`ve noticed that the zone apears in the "shipping zone" field of the flat rate setup when I create something under Location/Taxes -> Zones Definitions . But what are Location/Taxes -> Zones for?
Also I do something incorrectly under Zone Definitions. When I select the zone definition I`ve created in flat rate setup I cannot activate this module.
Sorry for troubling you with these noob issues but I simply cannot figure it out. Step by step guide would be GRAETLY appreciated.
I`d like to set up flat rate for all customers from Poland.

Go to the Zone Definitions ...

Click INSERT and add the:
Zone Name:
Description:

Click INSERT

Click DETAILS

Click INSERT

Set up:
Country: Poland
Zone: All Countries

Click INSERT

Go to your shipping module in Modules ... Shipping ...

Click on it ...

Click Edit ...

Set the Zone to your new Zone ...

All done ...

Thx Ajeh! TRied but still cannot activate the module . I`ve got yellow dot near "Flat rate" in a Sort order column :/

do i have to set up tax rates? just noticed that there`s yellow dot near zone definition

edit: Thx again Ajeh! All seems to work fine. This shipping option finally apeared during checkout :)

If you get the yellow dot on the Flat after setting the Zone, this is because you set a Zone and it is telling you that there is a limit on the shipping module so you don't forget ...

Tax rate has nothing to do with setting up a Zone for a Shipping Module ... the Zones just happen to be in one area so if you want to set up a Zone for Shipping or Payment or Taxes you would see them in the same place ...

Oh, and on Sort Order ... if you use 1 sort order, use it on all of them ... I usually number in increments of 10 ... 10, 20, 30 etc.
