Can't create admin!?

If that's what you're asking, then yes, you've got something broken on your site.
And, no, what you've described is not how the software works "out-of-the-box".

Sorry to disappoint you by trying to give you a quick solution to getting an actual admin user back into your database so that you could login to it.

I might sound disappointed but I am actually very impressed by the quick response from your side and really appreciate it!
I just felt that you weren't actually understanding me and became somewhat frustrated for repeating myself. Obviously it was not an "out-of-the-box" bug. I already said that I was adding modules and was looking for someone who experienced this bug before and that could track the specific conflicting module down with me before I reinstall the same plug-in again and have the same bug with the next installation.
I was installing things like cross sale extension, sitemap tool, auction plugin, user Tracking, international shipping, shipping table, edit orders, dual pricing and other useful changes. Quite a lot huh But they would be very useful for my needs. One of them conflicted with something and now I am afraid to try any of them again. Unless I find out which 2 don't like each other.

I'd be surprised if any of the mods you mentioned were to directly impact the creation of admin users.

The checking of password lengths is a simple process. I'd be more concerned that you'd installed something that was preventing the collected data from actually being submitted properly for comparison/evaluation.

I didn't install anything that wasn't from your download site.
Sometimes I was supposed to copy a php file to a folder that didn't exist. It asked me to go to YOUR_TEMPLATE with languages>English but my template wasn't in there so I simply created a new folder with the name of my template and copied the file in there. Does that sound correct? What do I do if I am asked to go to a folder that I don't have? (usually YOUR_TEMPLATE) within something like modules or so.
I am using a CUSTOM template. I was thinking that creating a new folder could have been wrong and that that might have caused the bug in the database.

All the addons/contributions in the downloads area are use-at-your-own-risk. While the majority of them are solid, some are in-development, and some are poorly-written or ill-conceived. It is up to you to test the usefulness of anything you decide to add to your site ... ideally testing on a "test" copy of your site before you put it on your "live" site.

That is often a logical choice.

I'm not aware of any bug in the database.
Creating template folders should have no impact on the ability to create admin users or change admin passwords.
