What tool for creating a new header??

Hi Folks, just building a new shop at www.usedhifishop.co.uk. I have an existing shop - www.greenhomeshop.co.uk.
I want to create a really nice looking header but have been struggling for a week now I just can't find a tool that lets me import 3-4 images and some text with a border round the whole thing. I have worked out how to replace the header but just can't find a tool that will do the job of creation. Any help would be very much appreciated and worthy of a whole crate of cyber beer
I have looked through teh forum but can't find anything relevant.

Most use PhotoShop or PaintShopPro

The Gimp is free and has the same features as photoshop.

Thanks guys, Photoshop seemed to do the job. Still need to learn it properley but it has done the job for now.
