Tax rate for all countries

I need to set a UK tax rate of 17.5% that is applied to all orders anywhere in the world. Is there an easy way to do this or do i have to add every zone?

I currently have UK zone added and this works fine but if anyone orders outside the UK to tax is added.

I believe you need to consult with your tax adviser. I don't know the UK's tax laws, but I don't think you are supposed to collect taxes on foreign orders (except possibly the EU).
