upgrade 1.3.7 to 1.3.8 - blank screen on checkout payment

Hello fellow Zenners,

I just completed an upgrade of 1.3.7 to 1.3.8. While testing, I attempted to run an order through the checkout pipeline. Unfortunately as soon as I click 'next' on Checkout step 1, shipping options, instead of getting to the payment options screen I am greeted with a blank screen.

I don't really know how to debug this. I thought perhaps my tpl_checkout_shipping.php page contained an error, so I deleted it (forcing ZenCart to use the default), but it didn't help.

I hate to leave such an open ended question, but what do I do from here? I'm not even seeing any error messages, so I don't have a clue what to do.

I am currently updating to 1.3.8a from 1.3.7, and have tried everything above and am now at a complete loss.
When I add a product to cart, I get a blank page. When I go to checkout, again a blank page. Even if I enter a word which is not found in the search box, yet again a blank page.
I have tried the error debug, but it does not record anything. I have also checked my hosts error logs and nothing is there. I have even tried to show PHP debug errors on-screen. I don't know what else to do, as I have also re-installed twice (from fresh downloads) so there cannot be a problem with the files. It must be in one of the add-ons but like a plum, I cannot work it out.......HELP
