My Zen Cart is allowing checkout even when stock not enough

There seems to be a problem with zen cart checkout. In the admin>stock>allow checkout, I have it set to false. This option is to allow checkout even if insufficient quantity in stock. So I have it set to false. Now when I add an item over the current stock quantity, it marks the quantity in red with *** , but I'm still able to checkout!

Here is where it gets strange, when I test this with being logged in, it doesn't allow me to checkout.

So whats going on here?

There is another setting to check stock levels = make sure that is set to true.

THIS IS A BUG! HAS IT BEEN REPORTED?
I just did a fresh install and tested and it is allowing checkout. here are settings under stock. after I did the fresh install v1.3.8a I just changed this setting

allow checkout: false

1. then I added an item with 1000 quantity.
2. then I did a checkout and put 5000 in quantity.
3. it marked it in red in the shopping cart.
4. click on checkout and able to checkout.

is this a known issue?

Could you go the the Configuration ... Stock ... and post all of your settings?

Could you also provide an URL to one of your Products with Low Stock that we could see what is happening?

subtract stock: true
allow checkout: false
mark product out of stock: ***
stock re-order level: 5
products status in catalog when out of stock should be set to: 0
show sold out image in place of add to cart: 1
product quantity decimals: 0
show shopping cart - delete checkboxes or delete button: 3
show shopping cart - update cart button location: 3
show new products on empty shopping cart page: 1
show featured products on empty shopping cart page: 2
show special products on empty shopping cart page: 3
show upcoming products on empty shopping cart page: 4
show notice of combining shopping cart on login: 1

There is something fishy about that product that is allowing it to checkout. THe other products works and doesn't allow checkout. Hmmmm..I'm still looking into this.

Hi Linda,
I don't think you should look into this issue any longer, I don't want to take up your time. I really appreciate your help. Since this product seems to be in some sort of unstable state, I'm going to delete it and recreate a new one. Its just behaving very weird and that is why it may have cause the problem. I'll let you know if this issue comes up again.
