Shipping Weight Best Rates

I am sure I'm not unique to this situation, so pardon me, as I've searched and haven't really found an answer.

I'm running the latest Zen as a fresh install. It's just been skinned and a few mods added. One being the Flat Rate Clone.

Let's say I am selling item A and it weighs 2 lbs. Item B weighs 2 lbs. It continues to add the weights, making options outside of Flat Rate higher. For instance, the Priority Regular would be cheaper shipping to certain zipcodes than Flat Rate.

What settings should I be using for this type of shipping setup so my customers get the best options?

I offer USPS for Priority, Parcel, First Class and the International options of these as well. I have the Flat Rate for a medium box in the US set and a Flat Rate for a medium box in Canada set (which seems to only give me Flat Rate, not the other options even though I have them enabled).

I didn't know what I was thinking about the weights...it is showing best rates for me now with following this post to install a new USPS file:
