hello,
when the customer checksout, the can either select new customer or returning customer. On the new customer side it lists out paypal express on top and sign up new account at the bottom. Is there a way to flip paypal express to bottom and new account to the top from admin panel? or is code changes required?

Read your PayPal TOS for Express Checkout - the PayPal option has to be offered before the requirement to create an account.
