Country list, international shipping rates

I have set up shipping rates for delivery in Canada and the US. However, for International customers, I want them to contact me before ordering to get the shipping charges. So do I start by removing all countries from the Country List except for Canada and USA? If I do that, how then do I allow an International customer to place an order if all other countries are removed? And where/how do I provide them with a paylink to process their order including shipping?

BTW, I did try searching and going through the tutorials but could not find a solution...

I sorri to tell you that I am a new zenner, but I will try to give some opinion...

I think you did not need to remove the countries, you only need to specify the zone definitions to US and Canada only without any other zone definition, and in all your shipping rates you just choose both this zona definition. This can make all other country not active while checkout process. For other countries, you can modify the message on step I of checkout process that inform the customer to contact you for shipping rates.

Or, you can specify "free shipping" module for other countries, than you modify in "english.php" free_shipping module to ... "manual shipping cost"...
