Requirning orders to be manually processed.

I have a problem where I want to offer shipping based on delivery post code (zip), total weight, cubic weight, number of boxes and various shipping methods.
This requires orders to be manually processed as I do not have a contract/account with any single transport company and no way of telling how many boxes untill the order has been picked.

What I would like to do is have customers choose their products, have zencart email me a preliminary order and not progress any further with payments until I confirm the order with shipping price to the customer.

Is ther a way to do this?

You could use the free shipping module (relabeling to Freight Quote) and the Check/Money Order module (relabeled to Payment Arrangements to be Made) and not have to modify anything else.
