Define pages editor returns error and can't fix

Aloha Group..
I managed to get my cart up and running and looking good..
Then I went into the "define pages editor" under tools to change some sample text in the contact page, etc and I get this error.
I've tried making the admin folder read and write. I've even gone in and made sure it was all chmod 777..
I still can't get this to work for some reason.. Does anyone have any ideas? I'm guessing it's a permissions issue, but might be wrong, so I'm asking for help..
Here's the error that I'm getting..

Any help or ideas would be greatly appreciated..
I have removed the whole cart and reinstalled to see if that would fix it and it didn't..

Barring moving to a Linux server/host:

Check with your host about their fopen install

Forgot to mention it's running on Win2003 server with IIS..
I have two other zen carts running on my server and haven't had this problem before..

Ok, I just finally figured it out..
It was a permissions issue.. It wasn't fixed by going to the folder level and setting read/write privelleges..
I had to set the permissions through IIS on the folder to get it to work properly.. Not sure why it wouldn't take when I set the permissions at the folder itself, but at least it's working..
