Hi is Zen cart for merchants only , Is it possible for an affiliate webmaster to use Zen cart as their php form even if the affiliation is not with a zen cart merchant?

Sorta' depends on exactly what you are wanting to do.

Well I'd like to use zen cart to create my affiliate sites. I'm an affiliate of merchant xyz and would like to use zen cart to create a web site for that purpose.

You are allowed to use Zen Cart for any purpose that you can make it work for. It has been used for all sorts of sites, not necessarily commercial.
