Order Status not showing on Invoice

Hello,
When the order status is updated it doesnt show on the invoice or the packing slip while when i click edit the order i can see the new updates. Images attached of the pages

Check the settings on the Configuration ... Shipping/Packaging ...

Display Order Comments on Admin Invoice
Do you want to display the Order Comments on the Admin Invoice?
0= OFF
1= First Comment by Customer only
2= All Comments for the Order

Do you want to display the Order Comments on the Admin Packing Slip?
0= OFF
1= First Comment by Customer only
2= All Comments for the Order

I need to add the comments to my invoice/packing slip as mentioned above. However, when I go to the location in my admin area, as described avove, I do not have those options. I have checked thoroughly throughout the admin area and do not see these anywhere.

Am I literally being blind or does some versions not have this option? I am running 1.3.7.

This is built into v1.3.8 ...

You might download the current v1.3.8 and see how that is added to them as the same method can be used in older versions ...
