On the Top right corner of your screen in the menu is a link to the Wiki ...
Look in the 3rd Party add-ons for the UPSXML for shipping from outside of the US ...

I am setting up a new store and am unable to get UPS rate quotes to work. It seems like a fairly plug-and-play module so I am not sure what to do next to troubleshoot this. I shouldn't have to look into the code at all, right? I'm not afraid to do that but I do not see the need for that with this.
I have set the zip code and country for the store, I have set the max weight for a package... wtf?
Please, somebody, clue me in. If this is a stupid question then fine, but really, what am I supposed to do? Isn't UPS shipping mostly plug-and-play??????

Are you from somewhere else in the world and using the UPS XML 3rd Party Add On?

I've also fiddled with the "maximum package weight" and I've noticed that every time I change it, the "Best Way" shipping charge changes dramatically on a sample order I have in my shopping cart, even though the shopping cart contents have not changed.
I haven't asked about that yet since I have not really paid much attention to "Best Way" but I thought I'd mention that since I'm looking at those settings now...
also, while rooting around in the PHP code to try to figure out why I am not getting sales tax figured (always shows $0.00), I saw this comment in store/includes/modules/pages/checkout_payment/header_php.php
This seems to imply that if there is a problem with the shipping module, then tax won't be calculated correctly, though this is different than saying 'won't be calculated at all'// Load the selected shipping module(needed to calculate tax correctly)
also, I have "Best Way" selected so I guess the lack of a UPS shipping quote is not what is stopping the tax from being figured???
What does the Order weigh?
