Single quote problem

I'm having an issue with single quotes being duplicated. This is a fresh install of 1.3.8a with only customer, orders and product specific tables imported into the new database. Absolutely no contributions installed yet.

magic_quotes server settings (I'm almost positive this is where the problem is coming from)
magic_quotes_gpc On On
magic_quotes_runtime Off On
magic_quotes_sybase On On

I've contacted my host and they had me add this to an .htaccess file. Didn't work.

php_value magic_quotes_runtime off

I have read every thread I could find on this issue and tried all the fixes but nothing seems to work. Any ideas or help would be GREATLY appreciated.

You might try forcing the sybase ones off too.

I added php_value magic_quotes_sybase off to the .htaccess file and it didn't seem to affect anything.

Exactly where is this happening. Is it new product descriptions you are adding or something else.

If it is product descriptions, are you using the WYSIWYG text editor or not.
