I have a few zip codes already set up for free delivery if the customer's address falls into those areas but for the life of me I don't remember where I entered them! I see the zips I've previously added in the admin's shipping page but no where is an "add" option for entering more.
Can anyone knock the cob webs from my brain?

It sounds as though you might have some customization on your site; free shipping by zip code is not part of the core system.
