Surcharge on minimum quantity of items

Hi,

I know there is a way to add a surcharge on orders with total value smaller than a minimum amount.
Is there a way to add a surcharge on orders with a total QUANTITY OF ITEMS smaller than an amount instead of a VALUE smaller?

i.e.: NOW, if a customer buy less than a value of 200euros, I can add a surcharge of 15 euros; I want to add 15 euros if the customer buy less than 200 items total.

In Low Order Fee I can only add fee for VALUES, not for QUANTITY OF ITEMS.
