Not accepting free payments?

I am running Paypal IPN payment module; It works fine, but when I have a cart with 0 total (free products), the Payment box lists:

Sorry, we are not accepting payments from your region at this time.

It still checks out, but I find this an odd behaviour that is not desirable.

If you don't have the "Free Charger" payment module enabled, then your customers won't be able to checkout 0-cost orders.

That's the thing. I check out 100% fine. It doesn't stop me in any way except that it puts that message there. I do not have free charger installed.

Anyhoo, I installed that module, and it seems ok now (though I'd think that it would be ideal to impliment a "skip payment modules" system just like the site skips shipment when the order is all downloads, and no shipping is necessary).
