Error 404 whenaccessing checkout_shipping

We are in the process of sorting out how to SSL enable our site. I finally found a post that explained what the configure.php settings should be but I'm now getting a 404 error when we go one step further.

Our site is a dual directory - exact subfolder copy in public_html and public_ssl on a unix server
