Google Checkout Loops

I tested my store with free downloads and that seems to work fine. But when I added in some for sale products I noticed that once I hit the "confirm order" button on zen cart it would loop me back to my shopping cart page.

I saw some people having issues like this with PayPal, but I will not be accepting that. I only want to use Google Checkout and I am not sure what is wrong.

Zen Cart Version: 1.3.8a
Google Checkout Version: 1.4.7

Verified bank accounts for both sandbox and live.

Edit: if it matters I tried this in Safari 3 and Firefox 3 on OS X 10.5.5

Sorry for replying to my own post, but my friend told me to turn on "Offline CC Processing" and that seemed to work, but is this the correct way to fix this?
