I am having a similar problem but do not have the site locked down.
I have a header.jpg image at www.nativitydisplays.com/email/header.jpg
but I have changed the name of my admin folder for security sake, however I do have a logo.gif in the admin's images folder. It's the same image only a little smaller and if I type the path to this image it does display in the browser..
I have done this for EACH of my 1.3.7 sites and only this 1.3.8a site does not display the header image in the eMail.
Is the image location HARD coded into 1.3.8? do I have to create an admin/images folder for this gif for it to work?

When I look at the source code for the welcome message or order confirmation all I see in the logo's place is http://email/header.jpg and if I look at the template file for both 1.3.7 and .8 all I see is email/header.jpg
What am I missing?

you prob need to put the full path eg
www.nativitydisplays.com/email/header.jpg
not just:- http://email/header.jpg
try copying the url path to the image file into your browser and if the image shows up then you know the path is correct - then just copy that path into the code
That would seem to make sense, but all of my other (v1.3.7) sites are exactly the same. What's different with this one?

My first three sites are at 705 for folder and files, I set this one the same (folder was at 705 and the header.jpg was at 644) I even tried 755 for a few moments and t\it still did not send the image with the eMail.
I really appreciate the help and feedback I am getting on this question, even though I did dredge up an older thread.
I am trying to remember back a year and a half ab=go, what I had to do to make this work. I keep remembering putting a header.jpg in another folder to make it work, but i am just not remembering what/where.
