Free Shipping Options freeoptions is just that ... an ability to add a Free Shipping method as an Option to the other shipping modules ...
Some may want to say, here is USPS and UPS but here is a Free Shipping Option ... but it is the Store choice on how it gets there ...
For Free Shipping to be the only choice when Orders are over $XX.XX you want to use the Modules ... Order Totals ... Shipping ot_shipping and set the Free Shipping for Orders over amount ...
