The problem with our online store, is that the products are only available for one buyer, so if he downloaded the product, whether he payed or not or refunded, the product will no longer be available to others.
I know this will happen again because I've read many people who have been scammed from selling digital products.
My question is, is there an add on for zencart that will only accept Verified Paypal Accounts? I know this will not solve the problem, but at least will make their life a little harder.
Or aside Paypal, can somebody show me a way, if you have. I know people who are member of this forum operate their own carts, please share what you know.

I think you actually can block unverified paypal accounts--
You'd want to log into your PayPal account, and click on "Profile" then on "Payment Receiving Preferences" and you will see this

Block payments from U.S. users who do not provide a Confirmed Address:
Yes
No
Ask Me
it does not block unverified address when paying by credit card. Though I understand this may not fix all of what you are asking for... but it's a start if you don't already have it set to "Yes".
