Tax is being applied to UPS shipping, but not total

I am running into a weird issue.

We are dealing with Indiana 7% sales tax, and even though we have a ZONE setup for it, when I go to checkout, the tax being applied is configured against the UPS shipping, NOT the sub-total of the products.

I believe the tax should be getting applied to both.

What could be wrong with my setup?

I have just run into the same issue

Site has been running great for a long time.
Seems after the security update the problem occurs

Any suggestions great appreciated

We may also have the same problem. I have worked with tax's before without any problems. The site I am working on now had some problems with the security patch someone installed which I got someone else to fix.

When I go through the check out it does not add the tax to either the shipping to the total but dose include it in the list; e.g.

Sub-Total:$19.95
Postage (1 x 0.70kgs) (Best Way): $16.00
Goods & Services Tax: $1.81
Total: $35.95

^see incorrect total


When I try to confirm the order via paypay it says
10413 Transaction refused because of an invalid argument. See additional error messages for details. - The totals of the cart item amounts do not match order amounts.

I am thinking there are some tax mod's(contributions) that can be installed to take over the inbuilt zencart tax system but it would be nice to get it going without doing this.

Yes this is exactly what were getting

I have confirmed and reconfirmed
Basis of product tax
Basis of shipping tax
Tax zones definitions and classes and tax rates


I also tried to find the basis of tax values in the DB with no luck thinking they are stuck on a value

I'm only grabbing the California tax code


Again this was working as intended for quite some time before the upgrade

Given that the Security Patch only affects admin code, It would be highly unlikely to affect calculations made in the store.

Do you have any mods installed.

Only thing I have is a add on block module and fedex module I believe is orig to the code. I like to run these close to stock as possible.

Just seems along the way somewhere tax is now only applied to shipping is whats confusing me.

If I can find in the DB where to set the value for basis for product tax to "shipping" may be able to narrow it down some

After days of looking around, all good exercise BTW
Found that some newly added items were marked as "none" in the Product in Category section Tax Class:

Again another case of human error on my old eyes

Just wanted to post my results for others that may need it

I got someone to fix it for me and they said;

I found the problem. It was the tax setting in Admin Configuration > My Store > Display Prices with Tax > which should be set to FALSE (only calculate tax at the end). The reason is, your tax is set to Australia only (not all zones), so other people from different countries will confuse when seeing the prices change (decrease) after login, also your Australian customer might confuse since they told to be charged for tax, but can't see the details. And payment gateway like PayPal will confuse because the order value prices is different from the displayed store price so it throw error.

I tested both using International Address and Australian address, both works correctly. Even for the Australian address, it shows correct tax charges at the checkout page.

Additional notes:

By the way I checked all your store files and found nothing suspicious, except some inactive mod like Austpost. I recommend to remove and replace with original files if you plan not to use this mod, since this mod modified admin page quite many.

Also for PayPal Express, I think some setting inside the client paypal express only allow credit card payment, at least it happened to me, I can't pay without using my credit card.

So I tested with PayPal IPN and as expected it works smooth. Please check my new order number #5

So I think now no more problem in terms of the store setting/tax, it should works even with PayPal Express.
