It looks like something is wrong with one of your Shipping Modules as neither the Shipping Estimator nor the checkout_shipping is able to complete ...

Look in the directories:
/includes/modules/shipping
/includes/languages/english/modules/shipping

and see what files are in there, on the server ...

Do you have any extra or backup files in those directories?

You might even delete the files on the server in those directories and reload them from a clean v1.3.8a ...

thanks for ur great interacting, i have done what u told me about that i deleted the files of shipping folder in both directories Modules and uploaded from clean zen cart version but it didnt work,it is going to make me mad,, don't u have another solutiion????

Normal, I would have you switch to the Classic Template to see if this is a Template issue but you appear to have used the Classic Template rather than making your own ...

NOTE: This will be a problem in the future as your changes and customizations will be wiped out with upgrades ...

Try reloading the directory/files for:
/includes/modules/pages/checkout_shipping
/includes/templates/template_default/templates/tpl_checkout_shipping_default.php
/includes/languages/english/checkout_shipping.php

Check if you have any of these files:
/includes/templates/classic/templates/tpl_checkout_shipping_default.php
/includes/languages/english/classic/checkout_shipping.php

If so, try renaming them so they are disabled to:
/includes/templates/classic/templates/tpl_checkout_shipping_default.php_OFF
/includes/languages/english/classic/checkout_shipping.php_OFF
