Sounds like you are missing the file:
/includes/application_top.php

This could mean that this as well as other files are missing ...

If this is a new install, then reload all of the files via FTP and that should correct the problem ...

it is website that been running for our 1 year with no problem until last week.

I FTP and old back up of includes/application_top.php but it did not solve the problem

please help.
