current 1.3.8 download, is new security fix included??

I know of the recent security fixes announced last month for ZC.

Are the fixes now included in the most current ZC download from Sourceforge??

Would one of the ZC team please update the security post about whether or not we have to apply the fix if we are NOW setting up a new Zen Cart site??

I already know about the security patch.
I was asking if it has been incorporated into newly downloadable code from Sourceforge.
Curiosity question: why did the ZC team decide not to update the 1.3.8 zip files on Sourceforge??
Is the 1.3.8a download the answer to my question??
I really thought this security patch would have been folded into the most current 1.3.8 zip file.
Meanwhile, I'll put in the patch.
