In Zen Cart v1.3.x, there is no built-in option to add newsletter-only subscribers. The newsletter features only work with actual customers in the store.
If you want to add the ability to track newsletters only, you'll need an addon. There is an addon for that in the Free Addons area of this site. NOTE: It makes a LOT of changes to your core Zen Cart files, and will make upgrades and changes complicated. If you are going to install addons, TEST them on a TEST site ... never install directly to a LIVE site unless you know exactly what you're doing.
