Item specific shipping options with USPS

I am currently using the USPS shipping module. My settings include First Class and Priority for domestic and Priority Int Flat Rate Env, Priority Int Flat Rate Box, and First Class for international. This has worked fairly well, but I occasionally get orders that are quite a bit off in terms of calculated costs and I'd like to get more accurate numbers. Additionally, I want to introduce some new products that include alcohol in their ingredients (requires ground shipping) which brings up some complications. Here is what I'd like to offer.

US, Non-alcohol
First Class and Priority up to 13 oz
Priority
Priority Flat Rate Box over 2 lbs

US, Alcohol
First Class up to 13 oz
Parcel Post over 13 oz

International, Non-alcohol
First Class
Priority Flat Rate Env under 1 lbs
Priority Flat Rate Box

International, Alcohol
Not allowed

I have someone that can do a custom module for me to do this, but I'm wondering if there is something already created which will let me do so. I know the current USPS module doesn't include Flat Rate Boxes, so that may have to be custom regardless.

Additionally, I need some control over some options for certain items. For instance, a large, but light item cannot be shipped with the Int Flat Rate Env, but that is currently allowed.
