Free Shipping not appearing

My client doesn't want to charge their customer's for shipping their product.

I would like to give the customers two options.. pickup in store and free shipping. Is this possible?

I have "FREE SHIPPING" and "Store Pickup" turned on in my shipping module, but when I check out, I only get offed the "Store Pickup" option.

Here is what is says...
Shipping Method:
This is currently the only shipping method available to use on this order.
Store Pickup $0.00Walk In

Any help would be most greatly appreciated!

First, set the Shipping/Packaging to have 0 weight mean Free Shipping ...

Order Free Shipping 0 Weight Status
If there is no weight to the order, does the order have Free Shipping?
0= no
1= yes

Note: When using Free Shipping, Enable the Free Shipping Module this will only show when shipping is free.

Now go to the Modules ... Shipping ... and install the Free Shipping freeshipper and install the Store Pickup storepickup shipping modules ...

What this will now allow to happen is for 0 weight Products you get Free Shipping freeshipper and Store Pickup storepickup showing ...

For Products marked as Always Free Shipping you get the Free Shipping freeshipper and Store Pickup storepickup shipping modules showing ...

If you had, for example, Item Rate item shipping module installed and the cart contained only Products with 0 weight or marked as Always Free Shipping, the Item Rate item shipping module would NOT display ...

If you then add 1 Product with weight, then Item Rate item would show and the Store Pickup would still show ...
