newsletter subscrition question

How can a visitor subscribe to the newsletter? The only area I noticed this was available was during checkout. Id like to give an option for visitors to subscribe without having to place an order.

On front page there is a newsletter unsubscribe link. But not a subscribe link. Id like to add one to the information box links.
