It would be helpful if you could give more specifics about what you did to turn it off, and a test account so that we can see the problem in action.

I have the exact same issue. Thought I had turned off credit cards (want to accept via pay pal only), but credit card option still appears on payment screen of site. What exactly do you mean by a "test account"? I've gone through the Credit Cards screen & turned all off, and only PayPal is on in my payments module. Have referred to my "e-start your web store...." and am unable to find the answer. The closest I found was "if required, install the module (credit card) first," with no direction how to do this. Appreciate the help!
Admin> Modules> Payment> Uninstall any that you do not want.

I have done this step and I still have a credit card option showing on the site so I'm totally stumped here.
I do not have a test account. When a customer gets to step 2 of the process it still gives them the option to purchase by credit card which is of course what I do not want.
Any help again would be appreciated.

I am having the very same problem. Everything is turned off, yet the credit card option is still presented. How do I get rid of it? People are trying to use it and can't.
perhaps it is Paypal that is offering CC payments ?

PayPal does offer credit cards. It is another service provider that offers processing of credit cards. I already have PayPal running and it works just fine. All I want to do is to take away the option to use a credit card without PayPal.
Be sure you have PayPal Website Payments Pro turned off in Admin. It looks like that's what's showing up on your payment page.
