Background Image and Navigation

Ok, I think I was posting this in the wrong area so I decided to post it here.

I have a background image that I am using on the standard website. You can see it here (the red clouds with people):

Anyways I am trying to make it work on my cart but can't seem to format to look close to the original layout. You can see it here:

I am changing the settings in the wrong area? I thought I was suppose to change it in the css page?

Please help... anyone?

sorry but what is different between the 2 as I cannot see any difference (apart from the shirts images)
