Does this mean that it isn't secure since it has to communicate without SSL? Could that pose a security problem for my site?

PayPal doesn't require that specific use of SSL for posting back IPN transmissions. I'm not sure why. But, at least you know they won't be chasing you about it.

I've been communicating with my host, and they say it's not a problem on their end . . . that they have everything configured correctly and no one else has this issue. So I'm frustrated by it.

Frustrated by what? an error message that occurs only in a test script, but then falls back to a success message exactly as intended?

Oh, just frustrated that I get the error. And that my host says it's not anything they are responsible for. I guess I should just not worry about it.

It's also worth noting that PayPal had some system problems today/yesterday that might have contributed to delays in your store getting notifications about completed transactions.
