Featured items don't always appear

Hello!

I have a cart at http://lhermitage.net (in development). I have changed featured items to a heading called What's Hot! Sometimes, like on the home page, the featured items appear but if you're navigating around the site (click on NAFCO on the left) the what's hot heading appears but no featured products. I have a feeling that it's because the same products are being viewed in a regular sense. What would I need to do to get the What's hot heading to NOT appear in those cases?

What I am seeing is the Specials sidebox on the right not showing when you go to the product _info page ... as this is how that sidebox is designed ...

The code in this, which you can always change in your templates and overrides is:
