Is there a section where to ban a customer/their ip from accessiing the store?

No, it's not in the admin. Use your webmaster panel (probably CPanel) to ban the IP.

I beleive all the CPanel ' Ban Ip ' Utility does is place it in the .HTAcesss file in the root , so you could just edit your htaccess to : say

deny from 200.55.60.100

or I blocked a range of chinese ones using

deny from 222.208.0.0/14

I found it "IP Deny" and added them in there...works for me cause that way I can ensure these trouble makers don't infiltrate with their abuse, lies and slanderous remarks.
