tax not working

in configuration->my store: Country-croatia, zone: croatia.
in loc/tax -> zone defs: croatia-tax22%-status_green
in Tax classes -> ID1-taxable
in tax rates: priority:1, taxclass:taxable, Zone:croatia, Taxrate: 22.0000%

now i try to add a new product, i choose "taxable" and put in net price (for example 100). The price Gross is the same as Net price and should be 122.

where a m i mistaking? thanx for any help
