Banner Manager Message: The connection was refused when attempting to contact localho

I have been hapily pasting banners from one affilte program but have encountered an error with clixgalore.com tracking code. For some strange reason it says The connection was refused when attempting to contact localhost.
This is a sample of code I am trying to paste:

You've probably triggered one of your server's mod_security rules ... which means the server sees something in what you entered as being a security risk. You'll have to ask your server administrator what the specific cause is.
