Does anyone have the ability here to do the following:

Configure the checkout effectively so that I can offer the Jersey customers vat free goods and the UK customers vat free goods below £18.

Have you already set up the Tax Zones for UK VAT.

Once thats done, you could then add a new country in admin for Jersey.

This would solve one of your requests, such that UK customers will be charged VAT, and Jersey customers would not.
