shipping tax problem (URGENT!!!)

Ok here is the issue, I just ran a test on the site I am working on, www.store.ashleys-giftbaskets.com

The tax should be based on shipping address, but isn't

for instance, the product is made in indiana, and a guy out of state purchases the product, but has it shipped to another place in indiana. That product should be taxed but isn't.

all settings in my admin>configuration>mystore are correct
basis of product tax is set to shipping
basis of shipping tax is set to shipping

Help me out here, as this seems to be the last Issue I have before the store goes live.

Have you set up the Zone Definitions? Tax Zones? Tax Rates? Tax Classes?

Also what payment gate way you go through? have you also set up the tax to be based on shipping address?

Indiana Tax zone has been setup.

If a customer in Indiana ships to another place in Indiana tax shows up.

If the same customer in Indiana ships out of state, tax is not calculated (as it shouldn't be)

the problem is when a customer who's billing address wants the product shipped to another person in Indiana, the person doesn't get taxed.

(as for the address, I am only the developer, they are the ones who want that address)

hmm not familiar with secure pay. The taxes should be working, stick around maybe one of the devs will check in

On what basis is Product Tax calculated. Options are
Shipping - Based on customers Shipping Address
Billing Based on customers Billing address
Store - Based on Store address if Billing/Shipping Zone equals Store zone

On what basis is Shipping Tax calculated. Options are
Shipping - Based on customers Shipping Address
Billing Based on customers Billing address

Settings are set to shipping on both

problem is fixed, however now i am having a problem with sales tax displaying.

basically my tax is being added right but shows tax: $0.00
