Coupon Not Calculating in Price

I've seen in the thread for the coupon that this question was brought up with no clear answer given. Hopefully I'll have better luck find an answer here...

I've created a discount coupon using Zen Cart v1.3.8a/v1.3.8. The amount was for $1.00, with a coupon minimum order of $2.00 to test this. My purchase amount was $4.50. The order total, after getting this message: Congratulations you have redeemed the Discount Coupon was still $4.50.

The Discount Coupon setting in Modules is active, the settings being:

Sort Order
280

Include Shipping
false

Include Tax
false

Re-calculate Tax
Standard

Tax Class
--none--

I did not select this as the New Signup Discount Coupon ID# as this is not what this discount will be used for.

Why is the total not reflecting the discount?
