Producing Quotations

I want to know if Zen Cart can be used to produce quotations. In my business, my customers come to me for quotations. These customers then submit the quotations to a funding agency which uses the quotation to get an approval to purchase and then generates a purchase order that refers to the quotation number and orders the parts referred to on the quotation.
I would like to set up Zen Cart to produce that quotation and also to be able to create a purchase order with payment by check or paypal.
I have look through a number of the sample sites and have not found evidence of being able to create a quotation.
I could live with creating an order to be confirmed by email.
Any help would be greatly appreciated.

This is a site which sells nothing online, but rather allows larger distributor type orders to be quoted and an order generated.

Additionally, the salesmen have their own customer groups in which their customers are assigned for the purpose of tracking sales and commission data.
