shipping zone for store pickup

I just don't seem to be able to get it right. I'm trying to have a flat rate of shipping of $20 for everywhere in Australia. Now I want to add a store pickup (which is only available in one city) with no shipping costs. So I set up a new zone in Australia called Western Australia - store pickup. However when I went to the shipping options, the only zones available are "none" or "Australia". I need some spoon-feeding.

Well just wondering why it would make a difference where your customers are from in order to do a store pickup.

Now if you are part of a chain or have multiple stores, I would just add that you can only pickup at the "123 anywhere street location"

I'm sorry I didn't make it clear. The store pickup should have free shipping. Everywhere else is $20 per item. The store is located in Perth. Customers in Sydney or Melbourne should not have the store pickup option. Customers in Perth should have both options but only the $20 per item shipping shows in the checkout.

Just image the store is in Los Angeles. Customers in New York or Miami are NOT going to be given a store pickup option.

ok you must make a shipping zone of the city.

Then when you scroll down to the later part of the store pickup module you will see that you can choose the zone in which this will apply to.

I have tried creating zones. I then put the zone in the store pickup zone. It seems to look right. But when I test it, it DOESN'T show up in the CHECKOUT.
