Wrong shipping calculation, why?!

So, I've set up my shipping modules using the "ZONE RATES". It's the only shipping method I've activated and here is what one of the zones look like:



I've set the calculation to: Item
Tax Class: --none--
Tax Basis:Store

For the Zone 1 Shipping Table, I've put 3:0.50,7:1.00
Does it mean that for items less than 3, the shipping cost to Singapore will be $0.50+$0.50=$1.00?

I tested the system by carting an item and proceeded to checkout.
This is what I saw instead:


Why is the shipping $2?
It's definitely not because of currency, I did the calculations already, 1USD=1.5SGD (my input for currency).
My default currency is SGD.

So, I ignored that and continued on and this was what I saw:

The shipping fee turned into $1 instead of $2

Could someone please help me out? I've been searching the forum for hours since yesterday but my problem is still unable to be solved!
