UPS shipping to Mexico - UPS XML

Hello, I am running Zen Cart 1.3.7.1 with the UPS XML 1.3 module for shipping. I only want to ship from Texas to the US, Canada and Mexico. I have configured this module to use everything from my UPS account and Canada and US seem to be working just fine in the shipping estimator.

However, when trying to estimate a Mexico state and postal code, nothing happens when you click the update button. No errors, nothing.

Within the zones section of the Admin tool I placed in all the states and 2 letter codes just like I did for Canada but Mexico just isn't working.

Help please!

What shipping methods do you allow?

What is the Ship From and Ship To being used?

What are your settings in the Shipping/Packaging for the Tare?

I am allowing only the UPSXML module. Ship From is San Antonio, Texas and the To has been all sorts of test cities in Mexico. My tare setting is 10:1, all of my packages are very small, under 1 lb. Maximum weight is set to 150.

What are the results in the checkout_shipping with this address?

It is hard to diagnose the problem when you are using an add-on and have created your own zones ...

Did you try the UPSXML before making the separate Mexico states to ensure all was working first?

Well I didn't know how to test UPSXML module without placing in my zones. It works for the Canada and US but for anywhere in Mexico gives no message in the shipping estimator and on checkout_shipping it says, "Sorry, we are not shipping to your region at this time." The live site is: www.loteriajewelry.com. I've used this as a test location for Mexico(which is a hotel in Puerto Vallarta) if you want to try it out.

I am not sure what to tell you on this as the standard UPS shipping module works with Zen Cart ...

NOTE:

My tare setting is 10:1

Means to add 10% of the weight plus 1 lb to the total weight ...

Can you get the UPS shipping module to work that comes with Zen Cart?

As a matter of fact, the only reason I moved to using the UPSXML module was because I could not get the standard UPS part of Zen Cart to work for Mexico and/or Canada.
