Does Free Shipping Options take into account tare settings?

Hi,

I'm trying to set Free Shipping Options for orders with up 5 lbs shipping weight; however I'm not quite able to do it, it keeps showing free options for total weight up to 5.5 lbs.

I think this might happen because perhaps the module does not take into account the tare settings in Configuration>Shipping/Packaging. Is this correct?

If so, how do I make it take the tare settings into account? What file needs to be edited?

Make sure all of the settings are BLANK and not 0 for Total and Item Count and only the setting for the Weight is set to <= 5 ...
