Will not ship to your area

I have a store where the products are strictly downloads.
My customizer set it up, and recently I have been getting alot of complaints that customers are going to check out and it says that we do not ship to their area (but it is free shipping)
Some have come back later and it works for them.
ANY ideas on what may be causing this.
Sorry if this is a repeat question, I have looked for a help topic for this

I, too, am having this problem. It started a couple of days ago after set up free shipping over a certain $.
I'm still searching for the answer too.

If your Order contains only Downloads, and you see the checkout_shipping page ... then your Products are not setup correctly ...

Download Products are:

1 Always Free Shipping No, Normal Shipping Rules

2 Virtual Products No, Shipping Address Required

Downloads know that they are downloads based on the filename on the Attribute and will manage themselves properly ...

I am having this problem too. We use flat rate. Haven't had this problem before to my knowledge. Any advice appreciated.
