Default Add a flat surcharge into cart when using USPS module?

Is there a way to add a flat fee (added by default) when also using the USPS module?

I'd like to be able to add a $2 fee to cover winter heat packs we use on perishable orders at this cold time of year - but do not see any way to do this.

What about just putting the $2 as the handling fee?

I thought of that ...but i'd prefer it to be labelled (with an explanation of what it's for) and also to be able to turn it off / on easier as it's a seasonal need. Of course, when the USPS module API is offline as it has been most all day, adding a surcharge (via handling fee) through this module is mute.

I've found a module in the downloads that works just fine for this: "Priority Handling v.1.1" The only wrinkle to this one is that it makes it an option - the user has to select it ....but I'll have to live with that.
