Problems with shipping zones

i've set up different shipping rates for 3 different zones.

i have a different rate for products shipped in china, to hong kong and to the rest of the world.

but customers are only being charged the zone 1 shipping rate. world shipping rate.

what is the problem?

What are all of the settings for the Zone Rates zones shipping module that you have configured?

Do each of your Zones have the Details added to them?
